- The purpose in the delay is in fraud prevention. With some telephone
- switching machines you can call a dialback modem and allow the modem to
- hangup first while you hold the line open, waiting for the modem to go
- offhook to place the dialback. When it does, you fake dialtone to it
- then present answer tone from your own clandestine modem and it thinks
- it dialed a legitimate number, all the while connecting to a fraudulent
- point. By delaying the dialback attempt for 60 seconds, most switching
- machines will drop the call that the perpetrator is trying to hold onto,
- thereby thwarting the attempt to circumvent the dialback security.
